County tackles issues, Mt. Vintage off list of topics to be discussed
due to litigation

EDGEFIELD – The Edgefield County Council
held their March meeting Tuesday night and it quickly became apparent
that there would be no discussion on anything pertaining to Mt.
Vintage (related articles listed below). Councilman Rodney Ashcraft
brought up discussions he has had
with contractors regarding the New Nine infrastructure at Mt. Vintage.
“This is under litigation,” Chairman Monroe Kneece interrupted saying,
“We’re not to discuss anything until we contact our lawyers.”
Chairman Kneece explained that if it were not for the litigation he
would have allowed the discussion. The litigation is a lawsuit filed
last month by Mike Caldwell and Caldwell Design and Construction, Inc.
against MV Development, LLC, Bettis Rainsford, Talmadge Knight, and the
County of Edgefield. The suit alleges breach of contract, fraudulent
acts, fraudulent misrepresentations, acts of negligence and
recklessness, as well as unfair trade practices.
With there being no discussion of the situation at Mt. Vintage, several
residents got up and left the meeting.
With no new ordinances on the agenda the council moved on to adopt, “A
Resolution Honoring Wounded Military Veterans by Silver Star Families
of America” by unanimous vote.
Advance Imaging Systems’ Kurt Mayer made a presentation to the county
council on a computer and scanning system that would allow the Voters
Registrations and Elections Office to make digital images of all voter
records. This system would allow the provide security of these records
as a back up in case the original records were destroyed in a disaster.
Having the files computerized would allow the originals to be stored
separately and make record retrieval as simple as a few keystrokes on
mouse clicks of the computers in the office. Bob Ramsey, a member of
the Elections Commission displayed the tattered paper forms of some
voter records and explained that during an election poll workers often
have to call the Voter Registration Office to verify a voter’s
eligibility and a worked would have to dig through several files to
confirm the person able to vote.
“With this it’s just a phone call away,” Ramsey said and without having
to leave his or her desk the worker can bring up the computer image of
anyone’s voter registration.
The council took the presentation in as information.
John Byrum was next on the agenda to discuss road improvements to Dock
Drive which connects New Delaughter Drive to the Stevens Creek Park and
Boat Ramp. Mr. Byrum stated the county currently has full right of way
for the 0.3 mile road and it is their hope to have the county make
additional improvements such as taking out sharp curves, cutting trees
that are on the road’s edges, and possibly paving the road.
Mr. Byrum stated that the park and ramp is well used by the public and
due to the narrow road those who reside on the road often have to pull
into the ditching area to allow another vehicle to pass by. An
additional 0.2 miles of the road beyond the entrance to the park and
ramp is currently private road and he said the owners have agreed to
provide a right of way for that portion of the road if the county would
accept the portion into the road system.
Chairman Kneece stated that the place to start with such a request was
the Transportation Committee. Byrum stated they met with the committee
last month and was following up with a visit to the county council. He
also offered his confusion since he and his fellow residents were
following the steps provided by former County Administrator Wayne Adams
and seemed to be running in circles on making progress.
Chairman Kneece pointed our Guy Muller with Building and Planning and
designated him to guide Mr. Byrum through the process. Mr. Byrum also
brought up the need for the county council to address the point system
used to prioritize roads to be paved because it does not include points
for having a public park and boat ramp. Chairman Kneece stated that the
formula is being reviewed.
The county council also voted to approve that airport hanger rentals
paid to the county would be held in an escrow account to be paid back
to Plane Fun, who manages the airfield, to be used for improvements or
other such terms as the county council saw “fit” to fund.
EMA Director Mike Casey addressed the county council to update them on
the north transmitter tower for emergency services which has outlived
its life expectancy and is overloaded with more equipment than
originally designed to carry. The repair last year were said to
last for about 18 months and that time frame is fast closing. Mr. Casey
said that they have looked at relocating the tower, which now sits on
the former county landfill and is “sinking”, to another area of the
property that is “virgin ground”.
A grants has been earmarked for the project by the state in the amount
of $48,000 but required a $48,000 match by the county. Before the new
tower can be built there are surveys and studies as well as FAA
approvals for the tower and Mr. Casey asked for the county’s blessings
to move forward on the project.
The county council voted to allow Mr. Casey to move forward on the
preliminary aspects of the project.
In other business Linda Anderson of the Trenton Airport reported that
the Marine training at the airport would be taking place on April 3, 4,
8, and 12. The council also approved an ongoing agreement with the US
Forestry Service on shared upkeep of county and Forestry Service Roads.
