County Council votes to extend $10k bonus to Clerk to Council

COUNTY – The Edgefield County Council
emerged from an executive session Wednesday night with County Council
Chairman Monroe Kneece asking Councilman Rodney Ashcraft to explain a
discussion held regarding Clerk to Council Barbara Stark, who acted as
interim administrator for nearly five months after the resignation of
former county administrator John Pettigrew. In the end, the county
council voted to award Ms. Stark with a bonus of $10,000 for her
service during that time period.
County Council Chairman Monroe Kneece instructed Councilman Ashcraft to
present the motion on the additional pay. “Ms. Stark acted as county
administrator. She did a very good job, she spent a lot of extra hours
after the close of business and in the evenings,” Ashcraft said, over
the five month period.
In appreciation of her efforts, Councilman Ashcraft, who was surprised
by Chairman Kneece’s direction that he make the motion to recognize
that effort by offering a compensation of a one time additional payment
of $10,000 to her salary, made the motion to support the payment which
passed without opposition.
Where the funds to pay Clerk to Council Stark were to come from was not
mentioned in the meeting. It is assumed that the two possible
allocations would be from the funds allocated to the county
administrator that were unused over the period or the county council
contingency fund.
A question of how the county can supplement Ms. Starks pay beyond her
current salary for her position remains unanswered. According to a
cursory reading of South Carolina State Law, “No member of the
governing body of any county shall vote for an extra allowance to any
person who is paid by salary, nor shall the treasurer of any county
knowingly pay to any such person any extra allowance. (SC Code
4-11-170) “Extra allowance to salaried officers forbidden”.
At this time it is unclear if the county council’s appointment of Clerk
to Council Barbara Stark as Interim County Administrator excuses her
from the restrictions covering her position during that time period.
