Administrator presents County Council with 2006-2007 budget

EDGEFIELD – The Edgefield County Council was presented the budget of the fiscal year 2006-2007 as prepared by Administrator Wayne Adams Wednesday night at the budget work session of the council. The budget, as prepared by Adams, totaled $10,754, 812 with a 4.7% increase over last year. Hardest hit in the budget process were elected officials which Mr. Adams, not the county council, slashed requests made by the elected officers before the budget was even presented to the county council.

The largest proposed increase came from Recreation which jumped from $295,190 to a whopping $435,942, an increase of almost 50% in just one year. This would be in addition to the $350,000 budgeted for Bettis Park last year, most of which remains unspent.

Under the Sheriff’s budget, our information shows Sheriff Dobey provided for four additional deputies for his office. Before the budget was presented to council, the request for the deputies was removed.

A breakdown of the mill levies for the budget are as follows:
Mill Value: $46,456
County Operations 68.20
Fire Districts 10.0
EMS 10.50
Hospital 7.0
Debt Service 5.50
Recreation 3.92
Industrial Development 1.80
Total (less taxes paid through fees) 106.92

Taxes collect via fees converted to millage: 20.14, or 19% of taxes paid.

Total of taxes collected converted to millage rates: 127.06, an increase of 5.94% over last year.

Under Law Enforcement, Corrections, and Dispatch Mr. Adams stated “We have emphasized to the Sheriff and his department heads that salaries should be viewed as a finite resource, and that we cannot adhere to the philosophy that we (the county) must spend whatever we need.”

EdgefieldDaily.com will have more information available on the budget over the next two weeks. A request for a copy of the budget by EdgefieldDaily.com was denied by the Administrator’s Office at the meeting.

Councilman Norman Dorn said after the meeting he wanted all elected officers to present their original budgets, in totality, to the County Council saying that is the proper procedure. He did not feel Mr. Adams had the authority to adjust the budget of elected officers. Adams has no authority over any elected official by law.
