County moves forward of purchase of Calliham property

EDGEFIELD – The Edgefield County Council is moving forward with the purchase of the J. P. Calliham property and buildings after an extended Executive Session following Tuesday night’s regular meeting. After exiting from the back room Chairman Monroe Kneece called the meeting back to order.

Once back in open session a motion was made that the county enter into negotiations towards the purchase of the Calliham property. The motion was quickly seconded and a unanimous vote immediately followed with no discussion.

Chairman Kneece said after the meeting that the asking price on the property was $450,000. “That’s where we start negotiating,” Kneece said. No deadline for the negotiations was set at the meeting.

A recording of the conversation prior to the meeting being called to order captures Chairman Kneece telling a fellow councilman that he needs to make the motion that, “we agreed to go into a negotiation,” on the purchase. Since the meeting had not been called to order, and there were no public discussions or votes taken at the time, it is questionable as to when such an “agreement” was made.

No voting or polling of members can take place behind closed doors. All discussions and “agreements” or votes must be done in public.
