County votes to buy Calliham property at $425,000, fund upgrades to Sheriff’s Dispatch system

EDGEFIELD – The Edgefield County Council held a special called meeting just prior to their scheduled budget work session Tuesday night with two items on the agenda including the first reading of an ordinance to go forward with the purchase of the much debated J.C. Calliham property.

After calling the meeting to order county council chairman Monroe Kneece read the ordinance which drew a motion and quick second and passed on a 4-0 vote with county councilman Joel Hudson being absent from the meeting.

County Administrator John Pettigrew Jr. said after the meeting that the purchase price of the buildings and property was set at $425,000. Mr. Pettigrew said that was the price the appraisal came in at, which was $25,000 under the $450,000 asking price.

The building is listed on the tax books at just over an appraised value of $296,000.

The stark difference of the tax appraisal of the property and the agreed selling price is marked by the increase in reassessments two years ago of homeowners who appealed their assessments only to be told by the Assessor’s Office that the values were set at what the property would bring on the current market.

It is unknown why the Calliham property was valued at over $150,000 under the obvious market price if the current appraisal is correct for the aging building. Two more reading will have to take place at the regular May and June county council meetings in order to close on the property the first week of June.

The county council also heard a request from the Edgefield County Sheriff’s Office for needed upgrades to software in the dispatch center which is being upgraded through E911 funds which are collected via phone bills. Lt. Karen Jaggers and Lt. Polly Hall told the council that the new CAD (911) system needed to be linked with the Javelin National Crime Information Center (NCIC) to operate at its optimum performance.

Councilman Everett Kitchens asked why the upgrade was necessary. Lt. Hall explained that even though the current upgrades to the CAD system were almost complete, without the Javelin software dispatchers would still be operating much the same way as they currently were having to swap between computers screens to garner the needed information for officers in the field. With the new software all the information is obtained at the time the first bit of information in queried.

Lt. Jaggers explained that when a tag number is placed into the system the new program would obtain all information available on a subject or a vehicle that could alert officers that they may be approaching a dangerous criminal. “If you run a tag number it may bring up information that the tag is flagged as a stolen car that may have been used to commit a felony elsewhere. It’s for officer safety and the safety of the community,” Lt. Jaggers said. “So it saves time?” Kitchens asked. “Yes,” Jaggers said. “So what will you do with the extra time,” Kitchens responded. Lt. Jaggers said dispatchers would be tending to the calls.

After a short discussion as to whether to fund the required $6,250 from the council’s contingency funds or budget it into the dispatch budget for next year Mr. Kitchens asked could the funds come from the Sheriff’s budget for next year. Administrator Pettigrew said it could, but it would require additional funds to be placed in the budget.

Chairman Kneece said, “let’s pay now, not later,” and directed that the funds come from the contingency account which was voted on and approved.

With no other business the called meeting was adjourned.
