County Council July Meeting Edgefielddaily.com web posted July 6, 2005 The Edgefield County Council held its regular monthly meeting tonight, July 5, 2005. The meeting was called to order with invocation by Rev. Lloyd and the usual pledge. A near capacity crowd was in attendance. Most on one side or the other on the new zoning ordinances inserted at the last special called meeting of the 22nd of June. The ordinances were on the agenda for a second reading tonight. Council approved the minutes of the June 7, 2005 regular meeting and skipped the listed reports which included the financial reports and the meetings of the Planning Commission and Hospital Board. Chairman Kneece went into the Public Hearing on ordinance no. 04-05-564 which provides for the sale of $765,000 in General Obligation Bonds for several county requests. There were no comments from the public and the regular meeting was reconvened. The third and final reading of an ordinance to provide for the transfer a land parcel to Pleasant Grove Baptist Church was passed 5-0 (as all subsequent votes also were recorded). Council also passed a second readings of ordinance (04-05-563) adopting a supplement to the Code of Ordinances, the ordinance to provide for the aforementioned bonds, and a clarification of the Retiree Health Insurance coverage that shall extend until qualification for the Federal Medicare Program. Chairman Monroe Kneece then called ordinances 04-05-566 and 04-05-567; the zoning ordinances so many were in attendance for. Chairman Kneece noted that he thought citizens were not informed that tonight was not the Public Hearing for the ordinances which is to be held on July 20, 2005 at 6:00 pm. Before further action on the ordinances Merriwether Councilman Joel Hudson motioned that the second reading of both be, “postponed until the planning commission has time to study it.” The motion was seconded and passed unanimously. The council then moved on to the Resolutions which the first, a “Resolution naming Three Rivers Solid Waste Authority as the “Planning Agency” for Edgefield County.” Confusion erupted over the wording of the resolution and Administrator Wayne Adams was instructed to clarify the wording to state it was for the “planning of waste management,” only. Councilman Hudson motioned to accept the resolution as clarified, seconded by Councilman Kitchen and a unanimous vote. The council also renewed the agreement providing a joint county Convenience Center with McCormick County located at the intersection of Highway 378 and S-19-67. Under Old Business was a request for $1500 for programs they supply to children in the county, but based in Edgefield. The program, which is in the process of being moved to the Hatcher Building if negotiations are completed, tutors children and proves activities as well as working with unwed mothers as well as providing mentors to tell the young men to, “pull your pants up,” one spokeswoman said. Chairman Kneece replied, “I’ll tell you what, I’ll OK the vote on my part if you get them to pull their pants up,” with laughter filling the chambers. Rev Lloyd also spoke saying he was involved in the program and that it was a much needed service that is not provided by GLEAMS. After several speakers from the audience commented the council voted to grant the $1500 request. Also under Old Business was the traffic signal at Bettis Academy Rd and Highway 25 with Saundra Curry. Ms. Curry approached council and read a letter she has sent to state officials at the Department of Transportation. In her letter she mentions that she had been promised help from Sen. Tommy Moore which had not developed as well as a promise from Rep Bill Clyburn in the council chambers which also has not materialized. Chairman Kneece asked if the state did not do something would “speed bumps” to “slow the traffic down in the area” would suffice. “Speeding is not so much the problem,” Ms. Curry said complaining that she had to wait so long to turn out onto Highway 25 to come to the meeting she, “forgot she was going somewhere.” Curry said she understands that there is nothing the council can do but hopes, “somebody can give me somebody that I can talk to that can change things.” That concluded the business and opened the floor for public speakers, first of which was County Planning Commission member Bernadette Hudson. “I submitted a letter for your consideration,” Hudson said which was also forwarded on to other planning commission members regarding Trenton. She stated she was glad, “to see the ordinance has been postponed.” Mrs. Hudson stated the planning commission has been working on the zoning of the Sweetwater Rd area, “for over a year, without reaching a conclusion. Now, from what I understand, we are being asked to recommend, or not recommend, the zoning of the entire county. I don’t foresee that happening,” in one meeting she said. Mark Roberts spoke saying he had hoped, “to thank you for the second reading of the ordinances proposed,” and instead thanked the council for acting on the basis of zoning property to affect the desired outcome the Lake Trenton area wanted. Nadine Horne spoke next saying she too was hoping to thank council on the second reading of the zoning ordinance but would be taking her comments now to the planning commission. She told council she supported the ordinances and was planning to say, “a five minute prayer every forth of July," hoping zoning would come. She also wanted to remind the council that the Constitution was written as, “We the people, not we the corporations.” Afterwards the chairman asked if there were other comments and Edgefield Daily.com Editor Roy Blackwell informed council of the filter that had been installed to block Edgefield Daily.com from county computers. Chairman Kneece interrupted to say, “It has been resolved and you are up and running,” on county computers. Mr. Blackwell thanked council and sat down. Councilman Norman Dorn began a long debate over the purchase of two new road graders. In the end, with a second from Councilman Everett Kitchens a motion to buy only one for the time being to see if the second was needed was passed. A motion by Councilman Kitchens to postpone the hiring of a new operator was ruled “out of order” by the Chairman as the employee had already been hired.
