County Council Special Called Meeting Edgefielddaily.com web posted September 17, 2005 EDGEFIELD – The Edgefield County Council held a special called meeting Friday. As it turned out the meeting, from start to finish lasted just under four minutes. When 12:30 pm Friday came Chairman Monroe Kneece in a blue overalls jumpsuit dispensed of the traditional opening and went straight into three items on the agenda with Councilman Joel Hudson absent from the meeting. The Chairman dispensed of a Third and Final Reading of Ordinance No. 05-06-569 which allows the county to enter into an agreement to purchase road equipment not to exceed $750,000. This was to cover the purchase of three motor graders which was later cut back to two. There should be excess funds after the purchase and Edgefield Daily.com will track those funds. It passed unanimously. The second item on the agenda was a First Reading of Ordinance No. 05-06-571which amends the Fiscal Year 2005-2006 General Operating Budget to provide for the funding of road maintenance equipment. It also passed unanimously. The implied reason for the Special Called Meeting was the passage of Resolution No. 05-06-283, “A Resolution Adopting the National Incident Management System (NIMS) as the Basis for All Incident Management in the County of Edgefield.” None of the councilmen were informed of the Resolution or its content and Chairman Monroe Kneece stated he had spent a short time in Administrator Wayne Adams’ office having him explain the details. “It sounds like something we need to do,” the Chairman said. Administrator Wayne Adams explained that Edgefield County Emergency Management Personnel as well as EMS workers had attended training from the Homeland Security department and the county needed to pass this resolution saying, “we could lose funding if not adopted by the deadline,” which was said to be September 30, 2005. Since Administrator Adams has a track record of last minute “need to pass” ordinances and resolutions, Edgefield Daily.com will fax a request for the resolution and see what our councilmen voted on. They, on the word of Adams, passed the resolution unanimously. With that vote the motion and second to adjourn was made and passed.
