County Council
“magically” chooses finalists for Administrator's job

web posted October 1, 2009
EDGEFIELD – The Edgefield County Council emerged from an executive session meeting Wednesday night to provide a list of four finalists to be interviewed for the county administrator’s position. Council members Monroe Kneece, Willie Bright, Norman Dorn, and Rodney Ashcraft, along with County Attorney Michael Medlock emerged from the Archive area of the Administration Office and announced the finalists. However, according to an interview after the meeting, no vote was ever taken to choose the finalists.

EdgefieldDaily.com attended the meeting but was never called to any pubic portion of the meeting. Afterwards County Attorney Michael Medlock handed clerk to council Barbara Stark a sheet of paper showing, “who made the motion to go into executive session and who made the motion to come out.”

A call was placed to District 2 councilman Rodney Ashcraft later to get clarification on how the four finalists were chosen. “I don’t know,” Councilman Ashcraft said. When asked what the vote totals were for each finalist Ashcraft said, “There was no vote.” Inquiring further, Mr. Ashcraft said the executive session ended and the meeting was adjourned.

“There was never a public vote on the candidates?” EdgefieldDaily.com asked. “No,” Ashcraft responded, stating the list just “magically appeared.”

“I will say that if a vote had been taken there would have been names on the list I would have voted for, there where names I would have voted against, and there are names I would like to have had on the list for a vote,” Councilman Ashcraft said.

Merriwether Councilmember Genia Blackwell, who was on a business trip in Atlanta and unable to attend the meeting was contacted late Wednesday night and had no comment on the matter other than to say she did not understand how a decision could be made without a public vote.

South Carolina State law prohibits the county council from taking any action, polling, or votes behind closed doors. All actions and votes must be conducted in public and the public in attendance at a public meeting must be informed the government body is back in public session.

This never took place.
