![]() Pettigrew named as new County Administrator web posted October 27, 2006 EDGEFIELD – The Edgefield County Council announced a meeting for 4 pm Thursday to continue the interview process for finding a new county administrator. What actually took place was not announced, the hiring of John Pettigrew Jr. as the new county administrator. Mr. Pettigrew’s name did not appear on the list of qualified candidates from the Upper Savannah Council on Governments, which conducted the screening process for qualified candidates.. The County Council began an open session after an executive session and then began taking written votes, not public votes, to pare down the list of four. The three finalists were Victor Carpenter of Anderson with over 10 years experience, Deborah Parks, former administrator for Calhoun Falls with several years experience, and John Pettigrew Jr., who did not make the initial list of qualified candidates. The final two candidates resulted in a vote between John Pettigrew and Victor Carpenter. The final vote to confirm Pettigrew was 3 to 2. How the vote broke down was not available since no public vote of members took place. Sources indicate council members Monroe Kneece, Willie Bright, and Everett Kitchens were supporting Pettigrew. The vote comes under question due to South Carolina state law which states the county council must consider only one qualification, the Administrator “shall be employed with regard to his executive and administrative qualifications only, and need not be a resident of the county at the time of his employment.” (SC Code of Laws 4-9-620) With Pettigrew not meeting the basic qualifications deemed necessary by the Upper Savannah Council on Governments, some say it brings his hiring into to question in addition to the unannounced vote of the county council. The fact no motion was made and no public vote taken also brings the hiring process into question. County Council members were unable to be reached for comment due to the late hour.
