Purchase of Calliham property unable to be reconciled by costs estimates

COUNTY – Now that the Edgefield County
Council is moving forward with the purchase of the Calliham building,
the released figures on the costs of the project cannot be reconciled
to the ordinance given first approval on Tuesday night. The ordinance
provides for $625,745.51 for the purchase of the Calliham property and
remodeling of a 4,000 square foot portion of the building, however;
according to the cost estimates provided by the architectural firm 2KM
the initial costs ring in at a whopping $892,810.63, not including the
future costs of remodeling the remaining 9,000 square feet of the
building.
The cost comparisons are also interesting in that the estimate for a
new building are based on a 5,000 square foot building, not 4,000
square feet. To better ascertain a true “apples to apples” comparison
one must take the cost per square foot and use that as a multiplier to
compare the two choices.
The cost of the building and property is fixed at $315,000 and is not
included in the cost estimates provided by 2KM. This figure does not
include any closing costs.
The required repairs to the 9,000 square feet of the building that will
be leased back to Calliham TV and Appliance for $1 includes repairs to
the back loading dock areas that have been damaged by the severe
drainage issues the building has and abatement of asbestos is estimated
at $122,955. This is work that must be performed upon the county
purchasing the 13,000 square foot building.
The remodeling of the remaining 4,000 square feet is estimated at
$360,754.45 but does not include any paving, site work, sidewalks,
curbing, or landscaping. The drainage problem that is responsible for
the damage to the foundation, back parking lot, and rippling of
Railroad Avenue is shown at a paltry $2,500. However, the new building
(shown in the provided estimates as building #210) which would not have
such drainage issues shows a cost estimate for drainage at $20,000.
The exterior remodeling of the entire front of the building is
estimated to cost $77,250.
In order to ascertain an estimation of the cost of the remodeling of
the remaining 9,000 square feet of the Calliham building, which is not
provided in the estimates, the cost of the 4,000 square feet of
remodeling can be divided by 4,000 to get a “per square foot” cost,
which is $95 per foot. This does not include the cost of exterior
upgrades to the building or the repairs to the existing building listed
above which includes the new roof. By expanding on that per foot cost,
the remaining 9,000 square feet of remodeling would be estimated at
$855,000. ($95 psf x 9,000 = $855,000)
That figure is based on current estimates. As costs rise each year,
calculated at the current rate of inflation for three years (the term
of the lease), the cost per foot would rise to $114 per foot, or
$1,026,000.
According to the numbers provided, the costs associated with the
Calliham building would total $1,747,810 if all the work were performed
at the cost basis in today’s dollars. Putting off the remodeling of the
remaining 9,000 square feet for three years the total cost could rise
to $1,918,810.
Deducting the available insurance funds of $625,000, that places a cost
to the taxpayer at roughly $1.3 million.
These costs do not reflect the omitted figures which could increase the
cost by over $100,000.
The cost of a new building on property already owned by the county on
Railroad Avenue, or other property already owned by the county, is
estimated on a 5,000 square foot building. A completely new building
with new materials and built to specifications designed around the
needs the county. The cost could be lowered from available grants by
including space for the EMA Offices.
According the estimates provided by 2KM, the cost of the new 5,000
square foot building would be $723,342.10 which includes the omitted
required work in the previous estimates. Using the per square foot cost
basis of the estimate, the new building would calculate at $144 per
square foot.
Using that estimate, a 4,000 square foot building for an “apples to
apples” comparison, would cost the county $576,000. Well below the
available insurance funds currently available with no cost to the
county taxpayers.
