Council dodges bullet on county-wide zoning

The Edgefield County Council dodged a political bullet tonight with a motion from Councilman Joel Hudson. In what no doubt appeared a preplanned move, Chairman Monroe Kneece took steps to introduce the second reading of the two new Zoning Ordinances as one and was interrupted by Councilman Joel Hudson with a motion that the zoning ordinances be, “postponed until the planning commission has time to study it.”

A near capacity crowd filled the chambers on the news that the ordinances, which Clerk to Court Barbara Stark had said would not be on the agenda, was to receive a second reading. The room was evenly split on both sides of the issue.

Edgefield County “at large” Planning Commission member Bernadette Hudson submitted a letter which basically undermined the basis Administrator Wayne Adams insisted the benign ordinances were to represent when in fact their intent was to zone the entire county, not just the Trenton Lakes area. She also dismantled the Administrator’s claim that the setbacks in the unzoned portions of the county would not be enforceable and the inability of the county to set the definitions of Confined Animal Feeding Operations.

She stated she was, "glad to see the ordinance has been postponed.” Mrs. Hudson said the planning commission has been working on the zoning of the Sweetwater Rd area, “for over a year, without reaching a conclusion. Now, from what I understand, we are being asked to recommend, or not recommend, the zoning of the entire county. I don’t foresee that happening,” in one meeting she said.

Even some of the Trenton Lakes group began to back away from the support when they realized what the full impact of the measure was, “I thought this was just a basic redo of what was already here,” said one who did not want to be named. Mark Roberts as well as Nadine Horne said they supported the zoning during the council meeting.

Edgefield Daily.com has received copies of official correspondence from Administrator Wayne Adams which shows he knew of the true meaning of the ordinances. A new notification of the public hearing stating the true intent of the county council is being released today. Edgefield Daily.com has not been in receipt of that rewording at press time.

The matter has been referred to the Planning Commission for review and it is unclear how much time they will be allowed to consider the ordinance. Building and Planning Director Howard Gibson said, when asked to compare the actions of council to the Planning Commission’s proposed zoning of the Sweetwater Rd area said, “All I can say is I think we handled the proposed zoning of (Sweetwater Rd) in the proper manner. That’s about all I can say.”
