Recreation Director: Concessions money used to “buy things that the
county was not responsible for buying”

COUNTY – Nick Wates, the Edgefield County
Recreation Director has offered a deeper insight into the funds created
from concession sales at the County owned concession stand at Bettis
Park. According to Director Wates the operations of the concession
stand was turned over to the Mt. Canaan Baptist
Association in 2006. “(Former County Administrator) Wayne (Adams)
decided back in ’06 that the county was not making enough money off of
concessions once you consider my time and gas, etc to deal with it,”
Director Wates said.
According to Wates, “We were having a hard time finding people to run
them (concessions) so Wayne and I crunched some numbers to see what it
would take to hire someone to run them. The county would have lost
money to run them that route.”
Director Wates stated in his response that the sports leagues, “were
asking for money to purchase items that really did not fall under
county responsibility according to county ordinance. So after looking
at what the county was making off of concessions verses me having to go
to Sams and wherever to buy supplies…Wayne decided to turn the
concessions back over to the individual leagues to run.”
The “bonus”, he said, would be that, “they run them and keep the money
so they would have a little money to buy things that the county was not
responsible for buying. So at that point the county was out of
concessions,” Director Wates said.
Mr. Wates stated that revenues received from the operation of the
county owned concessions stand at Bettis Park are overseen by Debra
Barley of the Mt. Canaan Baptist association and that all funds were
deposited into a Mt. Canaan Baptist association account in spite of a
County ordinance passed the same year requiring all concession stand
revenues be deposited with the County Treasurer.
It is unclear how funds intended for deposit to the County were used to
purchase items that were not allowed by County ordinance, according to
Recreation Director Nick Wates, and that those funds are now being
deposited into an account that benefits the Mt. Canaan Baptist
Association.
One source stated that cheerleaders at the Bettis Park Football league
sought to run a bake sale last year to offset the cost of their
uniforms and were informed by Edgefield County Council Vice-Chairman
Willie Bright that all food products had to be sold from the
concessions stand at Bettis Park, not the league or the
cheerleaders.
According to a preliminary search of county ordinances, nothing has
repealed the previous 2006 ordinance instructing all revenues,
including concessions, be turned over to the county. The same year,
Recreation Director Nick Wates says former County Administrator Wayne
Adams turned the concessions over to “the leagues”.
