unable to find quorum for meeting Edgefielddaily.com web posted October 27, 2005 EDGEFIELD – The Edgefield County Recreation Committee attempted to hold their October meeting Wednesday evening but due to not enough members showing up they were unable to have a quorum so only discussions could be heard. Commissioners absent were Norman Dorn, Tony Fryer, and Chairman Mitch Herring. Commissioner Richard Pendarvis gave the invocation and then left the approval of the previous meetings until the next meeting, “in hopes we have a quorum then,” he said. With that Mr. Pendarvis turned the meeting over to Wayne Adams for the Treasurer’s report. Mr. Adams stated the cash on hand previous quarter was $23,367 and the revenues were $59,679. Subtracting the expenditures this quarter, which was $23,525, the department had a total of $59,521 on hand. The budget for 2005-2006 is $295,190. Football showed the greatest gain for the quarter with$26,478 on hand. Administration was in the red $645.00. Up next for discussion was an update on the Bettis Park Project by Nick Waits. The lights and scoreboard were up and working properly he said. He suggested the players needed sideline benches to sit on between plays. Mr. Waits also said they wanted to purchase a paint machine to stripe the fields. “Right now it costs us about $40 to stripe the field using aerosol cans,” in the machine presently used. With the new machine they would be able to stripe the field several times from one five gallon bucket of paint at a cost of $30. The cost of the machine is $1045.00. Mr. Coleman suggested contacting other departments who have purchased the same machine and see how they felt it worked for them before going further. The next issue addressed was insurance for participants in the sports programs. In the past parents had to purchase the insurance for each sport but under the new program one policy would cover each child no matter how many sports they played. “It will save everyone a lot of money,” Mr. Waits said adding that the policy would cost the parent six dollars for the whole year. The savings would amount to roughly three or four thousand dollars he said. More at issue was the need for concessions for the park. Mr. Waits stated he had been in talks with Celebrations Unlimited out of Aiken but once he showed the company representative the facilities she has not returned his calls. In addition by contracting out the running of concessions at the ball parks would change the way DHEC regulated things, “they would treat it like a restaurant,” Mr. Waits said. Presently Pepsi was providing a concession trailer as long as only Pepsi products are the only drinks sold. The discussion turned on a larger concession trailer which was addressed at the last County Council meeting. Mr. Pendarvis stated he was not sure such a purpose was advisable. “Who is going to be responsible for $40,000 on wheels?” he asked. Everett Kitchens agreed. Another issue raised by David Coleman who reminded the commission that getting volunteers to man even the present concession stands was difficult. “You get two or three who are willing and they get burned out on it and they say no more,” he said. The next item up for discussion only was money donations for traveling teams from the county. The general feeling of the present commissioners were that teams not affiliated with the recreation department were not eligible for funds, only those teams who have won area championships and were traveling to region or state advancement trips would be eligible. Other league information updated were the numbers of children currently in active sports with a little over 500 in football and cheerleading and 230 in the soccer program.
