Local United Way seeks to partner with County for 211 call system

EDGEFIELD – Dean Campbell, Chairman of the Edgefield County United Way, spoke to the Edgefield County Council Tuesday night about implementing a 211 system in the county. The 211 system is a 24-hour a day phone number that county residents could call to get instant answers for a variety of questions and resources. “The Edgefield County United Way Board believes it is time to establish a 211 Help Line in Edgefield County,” Mr. Campbell said, “and your local United Way has designated $10,000 for this 211 system.”

The 211 systems is a national program of the United Way of America and the Alliance of Information and Referral Systems that can direct a caller to the proper agencies that can offer assistance for specific needs such as the Department of Social Services, neighborhood outreach programs, churches, housing authorities, health resources, elected officials, or other needs specific agencies.

Mr. Campbell said that Edgefield County residents have a lower income than many South Carolina Counties with the median income being just over $23,000 a year with the state average being $27,000. He said that places the county as being a rural county and that many of the lower income residents often get frustrated trying to find the help they need and just give up.

The cost of the 211 system would be over $50,000 if the county was to build it from scratch, but through a partnership with the United Way the county could tap into the Aiken County 211 system call center for less than $20,000. With the county collaborating with the Untied Way the county could implement the system for $10,000.

Mr. Campbell said that the 211 system would also help the Edgefield County 911 systems as approximately 1,000 non-emergency calls are handled by dispatchers every year.

The total cost of the initial program would not exceed $17,200 for the first year and the ongoing costs would be determined by the call volume which could range from between $7,500 a year (900 calls a year) to $28,500 (3,600 calls per year). The county would only be charged for the amount of calls received by Edgefield County residents.

The County Council took the proposal in as information and will consider it in the following weeks as they begin working on the 2008-2009 budget.
