Mystery person adds text to zoning classification after vote

EDGEFIELD -  During the March meeting of the Edgefield County Planning Commission the Rural Residential zoning classification that was passed by the commission in November was back. The explanation offered by Chairman Fab Burt was the proposed zoning classification needed to be put in the form of an ordinance in order to be forwarded on to the County Council. Commissioner Hudson asked a question that was met with total silence for several moments.

Commissioner Hudson asked, “Who decided on densities” adding “that wasn’t discussed by the planning commission.” Chairman Burt stated it was discussed in November. However, the planning commission never debated the Rural Residential classification. The proposed zoning classification had been given to Vice chairman Roger Timpson’s committee to review, but the committee never met. Mr. Timpson forced the matter to a vote over the objections of Commissioner Hudson.

Commissioner Freeman said it was discussed last year and mentioned the densities they reviewed. “No,” Mrs. Hudson stated, “that was Sweetwater road. We did not discuss densities for Rural Residential.” Commissioner Hudson stated, “I don’t have a problem with them (the densities), I just want to know where they came from.”

A review of the original tables showed densities were not listed, the commission went on and voted to pass the new proposal anyway. However, the matter of who added text
at a later date to the zoning proposal previously passed went unanswered.

The section and the additional text was added while the rural residential zoning proposal was in the hands of the County Administrator, Wayne Adams. County Council Chairman Monroe Kneece, who attended the meeting, was quick to stand and state for the record that the county council has not seen the proposal.

Statements by the Planning Commission were the zoning classification left their hands in November of 2005, some four and a half months ago. Planning Commission Chairman Burt stated the zoning classification went to Administrator Adams to be forwarded on to the County Council. County Council Chairman Monroe Kneece stated the County Council has not seen the zoning classification. The addition of densities appear when the zoning classification passed appeared as an ordinance for the Planning Commission to vote to pass it back to the County Council.

EdgefieldDaily.com will continue to ask the question; who changed the Rural Residential zoning classification after it was voted on by the governing body? We will search for clues that may help us in finding the mystery person. It will be a long and difficult investigation with so little in the way of clues to lead us.
