Traffic stop results in assault of Officer and arrest

EDGEFIELD – A routine traffic stop ends up with an Edgefield County Sheriff’s Deputy being attacked and a workout for the Edgefield County Sheriff’s Department Bloodhounds. While on patrol a Sheriff’s Deputy spotted a driver crossing the centerline and running off the road on Columbia Road. When a traffic stop was initiated, the driver complied and near the intersection of Eastview Road and Columbia Road in Edgefield.

Once the driver was stopped, the Deputy asked Costello Rouse, 43, of Railroad Street to perform “field sobriety tests” which he failed due to being “unbalanced”. The officer observed a long neck bottle of Budweiser laying on the driver’s seat and the floorboards soaked in beer. Mr. Rouse was informed at that time he was under arrest for driving under the influence and for an open container.

At first Mr. Rouse complied until one handcuff was placed on his left hand. Mr. Rouse, according to reports, broke free and punched Office Velasco in the face with his left hand and the handcuff injuring the Officer. Mr. Rouse ran from the scene and was apprehended a second time in a ditch where the Deputywas able to spray Mr. Rouse with Cap Stun spray. Mr. Rouse broke free again and escaped to a nearby wooded area.

Edgefield Police and the Edgefield Sheriff’s Office set up a perimeter and the bloodhounds were brought in to track Mr. Rouse. He was found a short distance away laying in the woods where he was placed under arrest and transported for booking.

A subsequent search of his vehicle also turned up a “roach”, or piece of a marijuana cigarette. A Breathalyzer test performed by the South Carolina Highway Patrol registered a Blood Alcohol Content (BAC) of 0.08, above the legal limit.

Mr. Rouse was treated at the Edgefield County Hospital for injuries sustained relating to the Cap Stun spray before being booked. A court date was not yet available.
