Funding, estimates place Calliham project over $200,000 in the red
before it starts

EDGEFIELD – As Edgefield County moves
forward on the Calliham building remodeling project that has been under
recent scrutiny, the amount of money available for the project is also
important to consider. The county received roughly $625,000 to replace
the office spaces lost during the
fire on Church Street on July 5, 2007. The county used $315,000 of
those funds to purchase the building and property leaving an estimated
$310,000 to cover the cost of remodeling. However, according to figures
provided by the county, the cost of the project is estimated at
$455,000 just for the interior building.
The estimates, provided
to the county by the Architectural firm 2KM, did not include any
site work, exterior grading, paving, sidewalks, landscaping, and only a
paltry $2,500 to cover the extensive drainage issue at the property.
Conservative estimates place these costs at around $50,000 to $70,000,
bringing the total cost of the project to $515,000 or more.
Edgefield County Council Chairman Monroe Kneece stated in an
interview last week that the county was going to save $100,000 by
naming Building Director Mike Reed as the acting general contractor.
However, according to those same estimates provided by 2KM, the
contractor’s profit on the same job would be $16,881.17. A far cry from
the $100,000 savings touted by Kneece.
The ordinance passed on a spit 3-2 vote (Ashcraft and Blackwell voting
against the measure) to purchase the building and provide for
remodeling, set the
available funds at $625,745.51 and, subtracting the purchase costs,
leaves only $310,745.51 of the available funds to cover the expenses,
or a shortfall of over $200,000 before the project ever gets underway.
2KM also estimated the cost of the project would increase at a rate of
4% each year, and since the estimates were calculated in 2009, another
4% added to the cost would increase the price to $535,600.
According to the same estimates provided by 2KM, a new 4,000 square
foot building on property the county already owned would have cost the
county roughly $576,000,
saving the county taxpayer nearly $50,000.
The Edgefield County Council, Chairman Kneece said last week, will be
voting on the bids accepted to perform a portion of the work, as well
as voting to approve the floor plan used to solicit the bids. No votes
to appoint Reed, approve a floor plan, or even allow the work to be
placed out for bid has been held, or even discussed, by the county
council.
