Edgefield Town Council October meeting

web posted October 4, 2005

EDGEFIELD – The Edgefield Town Council held its regular monthly meeting Monday night. After the invocation by Rev. Lloyd the meeting was called to order. The council voted to approve the minutes of the previous meeting and financial reports. Mayor McKie said the next item on the agenda was to replace Councilman Durham on the Recreation Committee with Public Works Director David Coleman.

Councilman Durham has served for about two years in the position and Mayor McKie said Mr. Coleman was “up to date,” on things and has a very good working knowledge of the fields. With little discussion the council voted to place Mr. Coleman in the position.

Mayor McKie then took up a resolution to honor Robert L. “Bob” Bowie for his years of service. “Bob. Bowie has done a lot for Edgefield Town and Edgefield County,” the mayor said adding that since he was about to retire he felt it would be an appropriate time to honor him for "his many unselfish contributions to our town". The resolution passed unanimously.

The next matter address was a letter of request from Mr. John Rikard to place crosses in honor of sixty-one county veterans on the Town Square Nov. 6 – Nov 14, 2005. “We have done this the past two years,” the mayor stated and the council approved the measure.

The council then voted for a second reading on Ordinance number 205-09 which adopts the Edgefield County Council’s Ordinance on Building codes. Councilman Ken Durham stated he felt like the new building codes were well placed and that the wind load level, which was to withstand 80 MPH winds had been raised to 100 MPH winds. With no more discussion it was passed.

Mayor McKie then stated the Administrator had a report on the new streetscape project and that it should be completed in two to three weeks. In addition he said the landscaping would be placed and that no shrubs would be planted that would be more than two feet tall to keep visibility of the intersection as open as possible. Administrator Gambrell stated that would be all he had to which Mayor McKie said, “I didn’t mean to steal your thunder. Here, go ahead and say it all again,” as council laughed.

Councilman Rogers took time to mention that with the Heritage Jubilee coming on October 14th and 15th that volunteers were needed for various things and that if anyone would like to offer their services they could contact Charlotte Cheatham at the Town Hall (803-637-4014). “We need people to man the concession stands and drive golf carts,” he said. Mayor McKie said they could use help even if it was, “just for a couple of hours would help.”

Under New Business Mayor McKie recognized Town Police Chief Carter to address a few items. Chief Carter said that two officers that have attended the police academy had cost the town $4,500 extra. In addition the Chief stated they had four officers who had been on the force for three years and he would like to promote them from Private First Class to Lance Corporal. “The officers available for the promotion are Michael Butts, Stanley Patrick, Sam Pruett, and Mark Pica,” Chief Carter said.

Council asked if officers would all be promoted to Lance Corporal after three years of service as a rule. Chief Carter stated he felt like they should and the Mayor stated it would be written into to policy for future promotions. The council voted to promote the officers and give them a $500 a year raise along with the promotion.

The Mayor asked if there was any other new business and Town Attorney Greg Anderson stated he was at a football game in North Carolina this past weekend and he saw the scoreboard rolling “some type of credits” across the board and he saw Edgefield First Baptist Church scroll across the screen. “It sure made me feel right proud,” he said.

The council voted to go into executive session to receive legal advice. After a brief meeting the council returned and stated no action had been taken and voted to adjourn the meeting.
