"Senior Shield" launched by state to prevent elder fraud
web
posted November 26, 2008
Below: Bauer points out how to use "Senior Shield" on the web
EDGEFIELD – South
Carolina Lieutenant
Governor Andre’ Bauer was in Edgefield Tuesday to get the word out
about Senior Shield, which was launched a week ago. The state mandated
Senior Citizen directive is designed to let seniors and family members
check out businesses in the state of South Carolina to prevent seniors
from being taken advantage of, “Will we catch every senior fraud
person?” Lt. Gov. Bauer asked, “No. Will we substantially reduce it?
Yes.”
The service is free and available online or by telephone through a toll
free number.
Lt. Gov. Bauer said that businesses that partner with Senior Shield to
earn approval would have to pass an extensive review before being
listed. Companies will have to be certified as being a legitimate
business, licensed with the state, insured and the amount of coverage,
crime free, and pass a seven year national background check, and free
of a series of complaints checked through a number of reporting
agencies both public and private. “We also make sure they (the
business) sign a ‘code of ethics’ that we’ve laid out,” Bauer said.
“Changes will have to be made,” to the site Bauer said, “It will be
ever evolving,” and users, not just members, can file complaints about
a business, make suggestions about the website or a business, or use
the service whether they are seniors or not. “It’s available to
everyone and it will be a great way to check out the person you’re
doing business with.”
Businesses wishing to become members can register online and after
passing inspection will be listed as “Senior Shield” approved.
Visitors to the site will be able to pull up businesses by zip code and
type of business to see if they have met the standards. “There is also
an 877 number, which is essentially and 800 number, where they can call
because a lot of seniors don’t have computers,” Bauer said.
The tool free number is 1-877-723-3771 and an operator can answer your
questions or concerns between 8 am and 6 pm EST.
Seniors' rights are protected by laws, such as the Older Americans Act
(OAA) of 1965 and more recent amendments to the OAA such as 1992’s
Title VII, the Vulnerable Elder Rights Protection Program. It is
crucial, Senior Shield states, that seniors and their loved ones are
educated about how to report instances or suspicions of fraud, abuse,
neglect, or exploitation to the appropriate agencies.
Lt. Gov. Bauer said as the Senior Shield systems grows it will provide
seniors and family members with a valuable resource to make sure their
loved ones are not the target of illegitimate businesses or those
seeking to defraud the elderly. The site is sponsored by the Lt.
Governors Office on Aging.
