Edgefield Town Council passes first reading of 08-09 budget

EDGEFIELD – The Edgefield Town Council held their May meeting with a broad assortment of agenda items and the first reading of the town’s budget ordinance. Mayor Ken Durham called the meeting to order and then gave the floor to town attorney Greg Anderson to give the oath of office to Councilmen Jasper Lloyd, Herbert Yarborough, and Otis Yeldell who were unopposed for re-election this year.

After the standard approval of minutes of previous meetings and reports Mayor Durham recognized John LaManna, Warden of the Federal Correctional facility in Edgefield.

Warden LaManna gave a brief history of his career and then moved on to provide some rather interesting statistic of the institution and those who are housed there. The Federal prison was first proposed as a minimum security facility then upgraded to a medium security before construction and then upgraded to a maximum security facility by the 1998 completion date of the 250 acre location. Cost of the facility was $81.7 million and then an additional $6.2 million was spent when the facility was made a maximum security facility. Recently it was designated as a medium security facility due to pressures of the Federal Prison System Warden LaManna sated.

Currently 2,202 inmates are housed at the FCI Edgefield, which has an operating budget of $5.4 million this year and $27.8 million in staff and salaries. Staff is made up of 237 male and 97 female employees.

Warden LaManna gave an overview of demographics of those incarcerated at the facility stating that 56.5% were black, 22.6% were Hispanic, 20.1% white, and .8% “other”.  The citizenship records showed 77.2% were US citizens and 22.5% were not citizens. Of the non-citizen population, 17.2% were Mexican.

45.2% of all inmates were serving time for drug offences with an average sentence of 148.8 months. Warden LaManna also said that there were no plans to expand the facility.

Mayor Durham thanked Warden LaManna for his presentation and said, “You have been very good neighbors and we’re glad to have you.”

The meeting moved on to the first reading of the town’s 2008-2009 budget of $2,943,195 which passed unanimously. The budget will allow Edgefield residents to have no town taxes again this year.

Bids for the old fountain that was removed during the replanting of the town square were advertised and only one bid was received, that of Susan Edwards for $50. The council agreed to honor the bid.

Joannah Holmes addressed the council with a request to have bi-monthly Farmers Markets on the town square during the summer months. “We really want to stimulate things downtown,” Ms. Holmes said. The request was granted by unanimous vote.

A Proclamation was then issued by the town designating May as Mental Health Month.

A revamp of the ordinance covering business licenses passed a first reading. Mayor Durham said there were no major changes and that fees would not increase with the changes.

Several appointments of various boards that expired in April were left that the sitting members be reappointed and if any choose not to serve that the council would address them individually.

With no other business the meeting was adjourned.
