Edgefield Mayor has good-natured fun with town council’s Clemson fans before getting down to business

EDGEFIELD – The Edgefield Town Council wrapped up their last meeting of the year is quick fashion Monday night, including a little good natured “ribbing” by Mayor Ken Durham towards a majority of town council members just prior to the meeting when he brought out a University of South Carolina Flag and placed it with other flags in the backdrop.

Town Attorney Greg Anderson, along with Councilmen Ellis and Rodgers, all ardent Clemson fans, posed with Mayor Durham to capture the occasion for posterity (above) in honor of the Gamecocks’ 34-17 win over Clemson. Councilman Yarborough, also a Clemson fan, remained seated and laughed.

Afterwards the meeting was called to order and the town got down to business with standard approval of minutes and financial reports and moved on to a final reading of an ordinance to change the zoning of property on Penn Street to allow John Pettigrew Jr. to open a real estate office in a building he owns. It passed unanimously with Councilman Bill Jackson absent from the meeting.

Mayor Durham then asked for a vote to accept the audit report given last month by Toni McKinnley, of McKinnley, Cooper & Co., LLP, which also passed on a 6-0 vote. The next order of business was to extend the agreement with McKinnley, Cooper & Co., LLP to continue to perform the town’s audits for another three year contract.

Mayor Durham said they have been conducting the audits of, “six or nine years, and they’re going up,” Durham said, “four or five hundred dollars” which was said to be just a “cost of living increase”. The extension was passed unanimously.

The town also gave approval to two letters of requests, the first from Relay for Life to use the town gym on January 15 and May 15, 2010, as well as a request from Kerry Klein to host 4th Annual Shamrock Run/Walk on March 13, 2010. Both were approved.

Mayor Durham then presented the town council with a Resolution on “Point of Sale” legislation, which he said was being debated by the State Legislature. Under current law the taxes on a home owned by the same owner could not be increased at full market value as long as the owner retained the property. However, if the property was sold, the new owner would be taxed at the market value.

Mayor Durham said the new law under discussion would allow the new owner to assume the same tax value as the previous owner which would help home sales but cost municipalities and counties on the revenue side in property taxes collected. Durham said a packet included in council members information explained the details and asked for a motion on the matter. With little discussion the motion to approve was made and passed unanimously in support of the legislation.

Under committee reports Town Clerk Charlotte Cheatham said the Census Committee would be meeting this week and has already been passing out information to help inspire people to get involved in the census. Councilman Yarborough reported for the Fire Committee stating there were seven calls and two drill last month, and Councilman Ellis stated the Police Committee would be in the process of looking for a new police officer.

Mayor Durham gave his report stating he wanted to thank everyone that turned out for the Christmas parade and to thank everyone that made it possible including Sharon Nunamaker, Public Works Director David Coleman, Police Chief Ronnie Carter, and Town Clerk Charlotte Cheatham and staff for their cooperation. “I always hate naming names because I always leave someone out,” Durham said adding that everyone did a fantastic job.

Mayor Durham said he would be meeting with SC Department of Transportation officials and State Senator Shane Massey to follow up on the issues surrounding the trestle where a local man was killed on October 26. The meeting will be held on Thursday December 17 at 4 pm. Mayor Durham did not state whether the meeting would be available to the public.

In regard to trash pick-up for the town during Christmas Mayor Durham said a truck would be out on the Saturday following, “but not all over town” and workers would be back on Monday and Tuesday making full rounds of the town.

With no other business the meeting was adjourned.
