Holmes Pond Road may reopen soon as repairs to dam get underway

JOHNSTON – It has been nearly a year since Holmes Pond Road was closed after a dam began to give way causing the collapse of sections on either side of the roadway in March of last year. In the time since, things have gone from bad to worse and no repairs have been made to date. That is about to change, a spokesman for Layman’s Nursery, who wished not to be named, said Thursday when we surveyed the site together.

“We should be able to get to work on repairs in the next week,” he said. And the repairs are not going to be cheap, though the costs stated were not to be released.

Although the State Department of Transportation (SCDOT) maintained the drainpipe from the pond from the output side to the other side of the road to the right of way, Layman’s has to pay for the entire cost of the repairs. Something that has resulted in legal battles over the past year in order to try to get the SCDOT to pick up part of the tab.

“So we’re going to have to fix it,” the spokesman said, including the road, which at this time remains intact.

“If they would have gone in halves with us it would have been done last spring,” he said, but with the coming growing season fast approaching the pond is needed for irrigation purposes so the company in moving to take on the responsibility out of necessity.

Mark Dezurik, District Maintenance Engineer with the South Carolina Department of Transportation (SCDOT) previously said Layman’s Nursery would have to make the necessary repairs before the road can be reopened. “We maintain only the road itself,” Mr. Dezurik said, adding that Layman’s “maintains the structure (of the dam).”

Mr. Dezurik was unable to be reached on Thursday for a current comment on the situation.
