Johnston Town Council May Meeting

The Johnston Town Council held their regular scheduled monthly meeting tonight, May 9, 2005. After opening the meeting being called to order the council held a pubic hearing on the ordinance for the town budget for fiscal year 2005-2006. There were no public comments and Mayor Dean Campbell closed the public hearing and moved forward with the meeting. After asking for any public comments from the pubic on any issue they may have for the council the mayor began the agenda items.

The council voted to approve the Minutes of the April meeting as well as the April Financial Report. The mayor asked that council review April bills as well.

Next on the agenda was consideration of a new computer system for the Town Hall. Representing Affordable Computing Services, whose services were being discussed, were Stacey Coleman and David Reynolds. Mr. Coleman explained to the council that presently the town is using a peer to peer networking system which all computers are linked via cables. What is proposed by Affordable Computing is to have all the systems us, “a client/server network,” Coleman said, where all computers are freestanding and connect via the internet to an in-house server.

Mr. Coleman also said this allows all the information on the system to be backed up regularly on tape drives in the event of a problem or a crash in the system. Councilman Morris Holmes asked what would happen if the town just left things as they were. David Reynolds said, “it’s like driving on bald tires,” saying you could go for some time but eventually, “you’re going to get caught driving in the rain,” and the inevitable is going to happen where there will be a crash and all the data could be lost.

Mr. Coleman said most of the computers in use now could be used with the new system, some may need slight modifications. In all the new computer system would run the town $11, 463.88. Mayor Campbell suggested council accept the consideration and the council voted 6-0 to approve the new system. Mr. Coleman also said it would save the town money on gas rather than having the twon police going to the sheriff’s department to have NCIC checks done on individuals stopped by police, they “could do that right here,” Coleman said.

The new system could be ready for installation within a week, but Mr. Reynolds said they would prefer to get the system up and running before installing it. Council agreed.

The mayor moved on to a consideration to reappoint Mary Kathleen Harris to another term on the Zoning Board of Appeals. Council voted to approve her new term.

Mayor Campbell then brought up the resolution for joining in on the Edgefield County Hazard Mitigation Plan. Under the resolution with the county it would make the Town of Johnston available for funds in the event a hazardous event happened in the town as well as being eligible for grant money. There is no cost to the town for joining in with the county. Council approved the resolution 6-0.

The next item on the agenda was, “An Ordinance Providing for the Establishment of Vested Rights to Develop Property,” which gives a developer two years to complete site work for a project after being given approval. In the event they would fail to do so in the allotted time they would have up to five- one year extensions. “That is on top of the two years they have to being with?” asked Councilwoman Tyra Miller. Administrator Gambrell said yes for a total of seven years adding, “this protects us, our zoning.” Council voted to approve the first reading of the ordinance.

The item the mayor called next was the first reading of the town’s fiscal year budget for 2005-2006. There was no discussion prompted by the council and they approved the first reading 6-0. The next and final reading will be at the June meeting Mayor Campbell said.

The council also approved a second and final reading of an ordinance to reauthorization of the countywide recreation department. It also passed 6-0 as did the next item, the contract for the town administrator.

Under new business the mayor said the town had been contacted by the Kidney Foundation which would allow property owners that are cited for junk cars to be able to donate the cars to the foundation and they would remove the cars at no cost to the town or the property owner. “And the property owner gets a tax credit,” the mayor said.

Also under new business the mayor stated Gleams has a work readiness program and would like the town to allow them to place a local 17 year old who is in the program at the town hall. “The clerks have said they have enough work to keep someone busy,” Mayor Campbell said. There is no cost to the town the mayor said, “Their salary is paid by Gleams,” and, “we get to help out a local youth.” The council agreed.

Councilman Tommy Burton suggested appointing Pam Andrews to the Johnston Historical Commission. A position that was held by Connie McMainus was vacant when she moved out of town. The appointment was agreed to.

The council voted to go into executive session to discuss candidates for the open position for a Police Officer. After returning from the session the town council voted to fill the open position with candidate Chase Harley.
