Johnston Town Council announces lower ISO fire ratings, Fair Housing, and Cleanup campaign

JOHNSTON – The Johnston Town Council met Monday night with a short agenda and kicked off two resolutions for March and April. The town council passed resolutions in support of the March Johnston Clean Up Campaign and recognizing April as Fair Housing Month. The Clean Up Campaign date is set for Saturday, March 31 and town residents are encouraged to help clean up the town for the Peach Blossom Festival and for tourists passing through on their way to the Masters Golf Tournament. The town has also increased its ISO fire rating that will lead to lower insurance rates for residents.

The town will be providing orange trash bags at the Town Hall for residents to use to pick up trash around the town and the Public Works Department will pick up the bags on their rounds. Councilman Tommy Burton asked what residents would do with items too large to be placed in the bags. Administrator Gambrel said those items could be placed curbside for regular pickup.

Mr. Gambrel also said he would like to encourage residents to not only clean up around the town but to pay special attention to their own yards. “We have a great opportunity to show off the town,” and wanted to see the entire town participate.

The Fair Housing Month, designated for April, is to assure residents that the Town of Johnston will seek to support housing being made available to anyone regardless of race, sex, creed, religion, or sexual orientation.

The town council also passed the final readings of two ordinances that issues new regulations on signage for companies and to rezone the old Stone Manufacturing site on Wren Street as manufacturing. The ordinances are directed at making the property more marketable for outside industry to come to Johnston. It has been said a company is interested in the property though no details of the interested company has been made public. 

Under New Business Councilman Tommy Burton brought up that there was a problem with buzzards roosting in the Addison Street area near the church. “I think this could pose a health hazard,” Mr. Burton said. The matter was taken in as information and would be followed up on Mr. Gambrel said.

Under the Administrator’s report Mr. Gambrel said that the remodeling of the bathrooms at the Jaycee Park will be getting underway later this week. He also noted that another house on the Community Development Block Grant project on Johnson Street is advancing with another home being completed and another home “is being written to start soon.”

Mr. Gambrel also reminded the council of the upcoming Peach Tree 23 annual yard sale that will be taking place on June 7. Residents are asked to fill out an application at the Town Hall to show their support if they are going to take part in the three county yard sale along Highway 23.

In other uplifting news Mr. Gambrel said the Town of Johnston saw their fire-rating drop from an ISO (Insurance Services Office) rating from a 6 to a 5. Mr. Gambrel said the new rating would be effective on June 8 and residents should contact their insurance provider to receive a lower rate. Those residents outside of the town limits also saw their rating drop to a 5.9 and should also seek to have their providers be made aware of the new lower rating.

Mr. Gambrel said the first phase of the sidewalk project was just about to end and a grant request for the second phase has been submitted. Mr. Gambrel said the town has also received a letter of support from Sen. Shane Massey supporting the completions of the project. That is a help,” Mr. Gambrel said.

Another budget workshop was also requested by Councilwoman Tyra Miller who stated that even though the town has found a balanced budget she wanted to have one more work session before Administrator Gambrel left. The date was set for Monday March 17 at 5:30 pm.

Under the Mayor’s Report Mayor Campbell said he wanted to thank the council for their hard work seeking a balanced budget stating, “it has been a blessing to me.” He also noted that he has received a response from the Department of Transportation in regards to lowering speed limits on some streets in the town. The matter will be under review in the upcoming months.

With no other business the meeting was adjourned. Councilman Frank Nicholson was absent from the meeting.
