Sewer project main issue at Johnston Town Council meeting

JOHNSTON – The Johnston Town Council held their April meeting with the topic gaining the most debate being the $500,000 Community Development Block Grant (CDBG) application the town is seeking to “rehabilitate and upgrade” the existing sewer systems in “certain areas of Johnston”. Also asked of the town council was that members of the council reveal for the record if they live, own property, or have family that lives in any of the proposed areas that would receive improvements by Town Administrator Keith Coones.  

Mayor Willie Campbell stated he had a relative living on Walker Street, Councilmen Morris Holmes, Tommy Burton, and Frank Nicholson announced having at least one relative on Pecan Street, Johnson Street, and others in the affected area. Administrator Coones said that as long as none of the councilmen lived or owned the property they could take part in the discussion and could vote on the resolution to seek the grant.

Johnston resident Paul Winters rose earlier and asked if the American Legion Hut could be included in the sewer project. Mayor Campbell stated the project was to upgrade existing systems not to install new lines. Administrator Coones said that he felt if the addition of the lines could be made it would be a good time to do it as construction would already be underway and may be more cost effective. However, those details would have to be worked out with the Edgefield County Water and Sewer Authority and could not be a part of the grant project.

Under the current scope of the project a sleeve would be inserted into the existing lines which would prevent the amount of invasive digging normally done to replace lines or install new ones.

After a motion and a second the resolution passed on a 4-0 vote with councilmen Holmes and Burton abstaining. If the grant is awarded it will service upgrades for at least 100 homes and 250 people, Coones said.

The portions of Johnston considered for the project are Andrews Street, Bland Avenue, Aiken Avenue, Railroad Street, Walker Street, May Street, Pecan Street, Johnson Street, Addison Street, Main Street, and Edisto Avenue. Administrator Coones said the entire lengths of these roads would not be covered under the project, just “certain portions” of the roads.

A second resolution to allow the town to purchase a surplus police car from the Town of Trenton was on the agenda. Mayor Campbell stated there were two Johnston Police cars that needed to be repaired and the repairs exceeded the value of the cars. He deferred to Johnston Police Chief Chris Aston for the condition of the cars and the condition of the proposed surplus patrol car.

Chief Aston stated the two patrol cars in question have already been removed from service, a 2000 and 2001 model, due to major mechanical problems. Chief Aston said even taking the two cars and trying to swap parts to make one car would exceed the cost of the purchase of the surplus car from the Trenton Police Department which was stated as $7,000.

Chief Aston said he has inspected the car and it “is worth a lot more than the $7,000 they’re asking for it,” because it was in good shape and is already equipped with radios and blue lights. “The only thing we need to do is install a city radio,” Chief Aston said.

After a brief discussion the town council voted unanimously to purchase the car from the Town of Trenton.

The Town Council also set a date for its budget workshop for Tuesday, April 21, at 4 pm. It will be held at the Town Hall and is open to the public.

Under the Administrator’s Report Mr. Coones stated that a quantity of historical records currently being housed by the Town of Johnston would be transferred to the Edgefield County Archives under an agreement being worked out. The records date back to the 1800’s. Coones also said that the extensio of the sidewalk project along Highway 121 to the town limits stood a very good chance of being approved under the new federal "Stimulus Plan".

Mr. Coones also stated that due to budget cuts at the county level the Johnston Library was being reduced in funding, which prompted Mayor Campbell to state he would be going to the county to seek reinstatement of the $1,000.

Under the Mayor’s Report Campbell stated the town council may want to look into expanding the membership of the Zoning Board of Appeals Board from three members to five. After a brief discussion nit was determined that the matter would need to be referred to the Planning Commission for their study and recommendation and the town council would then take the matter up and would be able to expand the board to five regardless of the outcome of the planning commissions recommendation.

The council voted to pass the matter to the planning commission for review.

With no other business the meeting was adjourned.
