Hamilton says he feels “targeted” by town after clean up of property

JOHNSTON – The Johnston Town Council held
their April monthly meeting Monday night with Alex Hamilton, the
beleaguered owner of the old flourmill addressing the town council
regarding code violations he has found that exceeds those he says are
“targeted” at his property. “I feel there are other things in this town
that need to be looked at besides the flourmill,” Hamilton said as he
presented each town council member and the Mayor with a book of photos
of close to fifty properties.
“I feel like I have been picked on,” Hamilton said, “and I just wanted
to put this issue to rest once and for all.” Mr. Hamilton said he has
done all that was asked of him and has received approval from DHEC to
use the property as a “clean fill” site until it is leveled off. “If
I’m going to be enforced (by the ordinance) I just want everyone else
enforced.”
Councilwoman Tyra Miller said she could understand how Mr. Hamilton
felt that way and the town was grateful of the work he has done to
clean up the property. Mayor Willie Campbell said he and the council
would take the book with well-documented pictures and discuss the
properties with the Police Chief.
Police Chief Chris Aston addressed the council with a proposal that
would save his department a large amount of money for officer training
and never have to send officers away to the South Carolina Criminal
Justice Academy one at a time costing hundreds of dollars each time.
Chief Aston said with a five year contract with the Law Enforcement
Training Network his officers could take an unlimited amount of
certified training and never leave Johnston.
“The program is designed to allow smaller departments to get the
training much larger agencies receive at a much lower cost,” the Chief
said. The cost of the contract is just $500 a year and classes, which
are certified by the SC Criminal Justice Academy, can be taken online.
The cost of the contract, which was later approved by the town council,
will not increase his budget.
In addition to the swearing in of
re-elected town council members
Robert “Buddy” Smith, Tyra Miller, and Frank Nicholson at the beginning
of the meeting Councilman Smith was elected as Mayor Pro Temp for
another term.
The council also reappointed Frances Quarles as the Clerk and Treasurer
as well as reappointing Greg Anderson as the town attorney.
Other business conducted included setting a budget workshop for the
FY08/09 budget for Monday May 5, at 5:30pm. Advising the town council
they need to designate the over $19,000 set aside for Park and
Recreation funds (PARD) for a project before the end of May.
Under the Mayor’s Report Mayor Willie Campbell said several concerns
raised to him are currently being addressed such as a drainage problem
on Woodside Drive, which is being worked out with SCDOT, problems with
parking on Calhoun Street with larger vehicles making the road narrow,
and litter problems.
The town council then went into executive session to discuss a
personnel issue and a contractual matter. After returning to the pubic
open meeting no action was taken and the meeting was adjourned.
