Several changes announced by Mayor at Johnston Town Council meeting

JOHNSTON – The Johnston Town Council held their May meeting Monday night with Councilman Frank Nicholson absent. Mayor Andy Livingston made an announcement after calling the meeting to order that a sign up sheet will be now provided for those wishing to make public comments at the meeting, “Just put a check by your name and we will know you want to speak,” Mayor Livingston said. Another change announced was moving the meeting time back to 6:30 pm starting at the June 14 meeting.

The changes were also physically different as Mayor Livingston had the town council tables placed in a “V” shape rather than the long used “L”. Clerk Francis Quarles said the Mayor requested the change so that he could be looking at the public during the meetings.

During the business of the meeting the Town Council approved the renewal of the contract with McKinley Cooper and Co. for the annual audit. The $3,900 a year agreement spans three years and increased from $3,500 a year. “I can tell you that the fee they put in the letter is a very reasonable fee,” Mayor Livingston said.

The council also approved the use of the town’s municipal parking lot for June 5, 2010 for the Peach Tree 23 Yard Sale. The annual sale is a collective effort by all towns along highway 23 reaching from Leesville to McCormick. In a separate vote the town council approved using $250 to be donated to the Peach Tree 23 committee to help pay for advertising of the event and the Town of Johnston. The funds will come from the revenues collected in the hospitality tax.     

Under the Mayor’s Report Livingston said the first reading of the town’s budget would be held at a called meeting on May 24 at 6 pm. A public hearing will also be held at the meeting to receive comments from citizens on the budget. The second reading would then be held at the June 14 meeting. The budget has to be completed prior to June 30.

Mayor Livingston brought up several ideas for saving the town money in the coming fiscal year including having the members of the town council to receive their packets via email. This would cut down on printing and paper costs. “I think we can move into the 21st century,” Livingston said.

Another option being looked at is to change telephone providers from Bell South to Northland Cable using voice over internet protocol, or VOIP. Mayor Livingston said with bundled services the town could save money but a decision would have to be made quickly as a new contract was up for renewal. No action was taken on the matter.

The Mayor also made council aware that Johnston Police Chief Chris Aston sent a letter out to all business owners providing tips on keeping their businesses safe at closing times and informing them that police officers are available for escorts to making deposits or just sitting in the parking lot as the business is closing for their safety.

Mayor Livingston also informed the town council at the end of the meeting that he was giving “homework” for the members. “I told you we were going to review them,” Mayor Livingston said, “I would like for you to review and read section 1 (of the Code of Ordinances), Government and Administration. We will discuss them at the next meeting.”

With no other business the town council went into executive session to discuss a “contractual matter” and returned to public and took no action other than to adjourn the meeting.
