Johnston Town Council members donate pay to balance budget

JOHNSTON – The Town of Johnston is one
step closer to finalizing next year’s budget when it received its first
reading Monday night. “I don’t think the budget is perfect, but I don’t
think we can make it perfect,” Councilman Morris Holmes said just
before the unanimous vote to pass the ordinance. Mayor Willie Campbell
said at the end of the meeting that the budget, as proposed, is
balanced. To make that happen the members of the town council donated
their pay, totaling $3,700, back to the town. The Mayor was not as
generous and will continue to receive his pay.
The $1,678,464 budget also came with a reduction in staff. The total
budget is around $50,000 lower than last year Interim Administrator Sam
Leaman said. The budget also is based on the equal amount of total
revenues expected for the year making adding additional money to the
record low reserve funds unlikely.
The budget also increases the pay offered for a part-time administrator
to $20,000 a year which was accomplished by taking money from the
council’s contingency fund. This leaves the town council with just
$7,522 left over for unexpected expenses.
During the Administrator’s Report Mr. Leaman said that the town should
look deeper into contracting for garbage pickup suggesting that the
town seek bids on contracting for the services from private companies.
The bids should be sought for commercial service, residential service,
and for residential and commercial services combined. “This will at
least give you some hard numbers,” Mr. Leaman said.
The town is already moving commercial pickup as a fee based service
which would show up on tax bills as a separate charge. Mr. Leaman
explained that the cost per resident for service now is costing the
town over $100 and that could possibly be reduced by privatizing the
service. The town council is not considering charging residents for
garbage pickup, just finding ways to reduce costs in the future.
