County Council to tackle rezoning request in Merriwether

MERRIWETHER – The
issue of the rezoning of
two parcels of property in Merriwether will be heading for the agenda
of the Edgefield County Council for their July 7 meeting after the
County Planning Commission approved the changes at their June 11
meeting. The rezoning request involves two parcels of property. The
current property where Hagler Systems currently operates on Five Notch
Road and a second
five acre parcel that adjoins the current property but borders on
Murrah Road. The latter is currently zoned Residential. County
Administrator John Pettigrew said the council would have to approve two
separate ordinances in order to make the changes.
The rezoning in question is to have the current location of Hagler
Systems changed from General Development to Industrial and the second
parcel from Residential to Light Commercial. The initial request to the
planning commission earlier this month was to rezone both parcels as
Industrial, which was changed to the current request and the planning
commission voted to approve the changes and sent the matter to the
county council.
One major obstacle is that Mr. Hagler has admitted in the meeting of
the planning commission that they have no current plans to use the
second parcel of property in the next ten years and that they purchased
the property to be a buffer from other residential property. That
raised the question as to why there was a desire to make the zoning
change if there were no plans to make use of the property at this time.
It was a question that largely went unanswered.
Another troubling aspect was the statement that if the property was not
used it would be sold.
Changing the residential property into light commercial with no plans
to use it would make it the only available commercial property in
residentially zones Merriwether, thus increasing its value
tremendously; some estimates are five to ten times its original selling
price.
County Council members have been largely mum on the matter and will
have their first discussion at the July 7 meeting. In order to pass the
rezoning each parcel will have to have an ordinance, three readings,
and a public hearing.
