Zoning change in Merriwether now heading to County Council after approval by Planning Commission

EDGEFIELD – The Edgefield Planning Commission held their regular monthly meeting Thursday night with the topic of discussion being a public hearing regarding the rezoning of two parcels of land owned by Hagler Systems on Five Notch Road. George McCall gave about a twenty minute presentation about the company and the pumping equipment they produce. The public hearing opened and those opposed to the rezoning began taking the podium to voice their views.

Bill Arrington, who lives across the street from the parcel on Murrah Road, stated that once the zoning is changed anything can go there and that is the biggest fear he had. He felt the zoning was put in place to stop this type of expansion in a residential area. William Wilkerson, another man and woman also stood in protest saying the bright lights light their homes all night long, the noise to too loud, and the fumes from the welding a painting were also bothersome if not unhealthy.

Mr. Hagler stood and said that he had only heard of one complaint over the past several years and welcomed people to call him with complaints. “I want to be a good neighbor,” Hagler said.

Everyone speaking in favor of the rezoning were all employees of the company with the exception of Richard Miller who stated that he operates a business next door and that, “They are really great to work with, good people.” Mr. Hagler reiterated that he bought the property on Murrah Road as a buffer to keep someone from building a house there and it becoming a problem, and that in ten years or so they may expand and would like to go ahead and get the change in zoning.

The property being currently zoned residential was a bothersome topic to Mr. Haglar. “But if I sell it because we don’t need it,” Hagler said, ”it’s residential and I don’t know what to do about it.”

Shortly before the discussion ended EdgefieldDaily.com asked Mr. Hagler if he has any current plans, tens years or anytime to expand onto the property. “No,” Mr. Hagler said. When asked, why the rush and why not wait until there were solid plans to make the request at that time there was no answer forthcoming. The same question asked of the Planning Commission was also met by silence until Chairman Fab Burt said that zoning is to look out to the future.

The question of why there was a rush to change the zoning with the company openly stating there are no plans to expand within ten years and that the property could even be sold after the zoning was changed (making it very valuable as the only available industrial or commercial property in Merriwether) never was never addressed.

With no further discussion the commission voted unanimously to change the current location of Hagler Systems from General Development to Industrial Development and the second parcel from Residential to Light Commercial.

The matter will now be forwarded on to the Edgefield County Council who will likely take up the matter in the July 7 meeting. Historically the Edgefield County Council overturns the Planning Commission on zoning changes in Merriwether 100% of the time over the past ten years.
