Planning Commission considers zoning to
unconnected areas Edgefielddaily.com web posted August 12, 2005 EDGEFIELD - The Edgefield County Planning Commission held its regular monthly meeting Thursday night at the County Council chambers. Commissioner Jim Oliver was absent again this month. After the invocation by Vice-chairman Timpson the call to order Chairman Burt began the meeting. Commissioner Timpson stated he wanted to add discussion of adding addition zoning classifications to the agenda. Chairman Burt moved forward to ask the commission to review the minutes of the July meeting. A problem in the mailing system caused the commissioners not to receive the minutes prior to the meeting so they took several minutes to review them before approval. With no reports the chairman went on to New Business which was forming committees to delve into three items; the Nuisance Ordinance, PUD’s (Planned Unit Development), and Zoning Lake Trenton. Vice chairman Timpson stated he wanted to take zoning and PUD’s as one committee in order to look at the use of both in planning since both are zoning in function. Zoning Administrator Guy Mueller stated the use of a PUD was indeed zoning and, “it is an ordinance.” Commissioner Timpson stated he also wanted to review zoning classifications as the choices that are in place now are too broad. As an example the past rezoning considered for developer Jay Lacy in Merriwether was cited by Timpson. That matter was passed on by the planning commission to the county council who voted to deny the request 5-0. With that Chairman Burt said that he believed the three items could be combined into two committees and said he would like to ask Vice chairman Timpson to chair the committee on PUD’s and Zoning. Zoning Administrator Guy Mueller asked for clarification if the zoning of Lake Trenton, PUD’s, and overall zoning, “and placing them in one committee?” “Yes, I think it makes more sense to have it in that one committee because a PUD is a form of zoning,” Timpson said. Vice chairman Timpson explained to the citizens present that the use of a PUD was basically zoning a small area with a prescribed use. It would take a public hearing and would have to be approved by the county council. Chairman James Burt then moved forward to request commissioners Bernadette Hudson and Norman Stephenson serve on the committee. Both accepted the request. Chairman Burt then asked Commissioner Tracy Freeman if he would chair the committee on the Nuisance Ordinance which he agreed to do so. Chairman Burt asked Commissioner Dick Harper if he would serve on the nuisance committee to which he responded, “I don’t particularly care to.” Chairman Burt asked if he would serve on the zoning and PUD’s committee but there were already three members serving (four members would make up a quorum of the commission). Chairman Burt then appointed himself and Commissioner Jim Oliver (in absence) to the committee. Chairman Burt also stated he expected all members of the commission to be involved and to contribute their input on how their districts and the views of the residents they represented concerning the issues. Zoning Administrator Guy Mueller stated he would be willing to act as their resourse for information and would put together a basic package of information and as the committees needed more information he would retrieve it for the committees. Commissioner Tracy Freeman asked about a time frame for the initial reports and Chairman Burt suggest a minimum of two months but that there was no time limit. Periodic reports could be given at regular meetings as to the progress of each committee. Mark Roberts, representing the Lake Trenton Environmental Committee, said they were curious as to the process and gaining some sort of zoning for their area, “because we have worked so long and so hard on it,” and wanted to know what involvement they could have on the committee meetings. Chairman Burt stated that would be left up to the individual committee chairman to wit Commissioner Freeman stated he would request the public get involved and provide and information they felt pertinent to the issues before the committees. A question from the public was to if the meetings of the committees would be public and it was stated all meetings of the commission are public. As to the dates of the meetings citizens were requested to inquire at the Building and Planning Office (803-637-4073) or email Zoning Administrator Guy Mueller at gmueller@edgefieldcounty.sc.gov for dates and times of the meetings. Mr. Roberts stated they had a petition and maps with the area they would like to request zoning to cover. Commissioner Stephenson stated he would like for the group to submit their information for review. Mr. Roberts told Edgefield Daily.com that the group was not trying to pursue anything that would affect the whole county and never intended such, “we would never support zoning the county,” he said.
