“Priority projects” identified in county Comprehensive Plan

COUNTY – The final stages of the
Comprehensive Plan for Edgefield County were address Thursday night
focusing on two new elements required by the state, Priority Investment
and Transportation. The items included in the final section are
priority projects that would use federal, state, and local funding to
complete within the next five to ten years.
The planning commission brought out several priority projects they
would like to see undertaken such as the widening of Highway 25 from
the Industrial Park to the current four lane section near Brightharp
Road. Rick Green from the Upper Savannah Council on Governments said
the funding for the project has been secured and the initial phase of
engineering is currently underway, but it would still be a few years,
“before they’re turning any dirt,” referring to the actual paving.
As additional ideas were brought out it was decided to place the ideas
in the order of their priority, most important first.
Commissioner Wayne Miller stated that turn lanes at the intersection of
Springhaven Drive and Martintown Road due to the traffic to and from
the elementary and middle schools located nearby. “That is almost a
critical need already,” Mr. Miller said. The commission agreed and
placed it as the top priority.
Commissioner Tracy Freeman said his main concerns were radio towers and
telecommunication infrastructure at the industrial park. However, Mr.
Freeman was more concerned about the radio towers used by emergency
agencies. “On July 4… Merriwether Fire Department had two major events
going on at one time. A fire and a major accident right down there on
the corner by Sportsman’s Corner.” Mr. Freeman said the county has been
talking about the communication situation for “quite a while” but he
does not think enough is being done, “specifically Mike Cassey. Put it
on the record.”
“I don’t think he (Mr. Cassey) is doing enough for this. Somebody is
going to get hurt, somebody is going to get killed because even your
dispatchers could not talk to people right there in that area,” Mr.
Freeman said and wondered what it was going to take to, “get somebody
off their duff and look at this communication problem we have in the
county.”
Chairman Fab Burt said that no matter what is done there will always be
problem, “communications is a ‘direct line-of-sight’ situation,” and
when there is something blocking the line between the radio and the
tower, a hill, trees, or even buildings the radios are not going to
work. “We have this problem all over the state so we don’t need to put
this on the county.”
Chairman Burt said additional repeaters being installed in the county
would solve most of the problems. As such, communication towers were
placed as the number two priority in the plan.
Rebuilding to Neighborhood Center that was destroyed by fire a little
over a year ago was rated next on the list followed by the widening of
Highway 25. Mr. Green said he would have to completed plan printed up
and have it available for the planning commission before their meeting
in September.
With no other business the meeting was adjourned.
