Fugitive arrested after anonymous tip

web posted February 27, 2009
JOHNSTON – A fugitive that has been sought for over two years is now in custody after the Edgefield County Sheriff’s Office received an anonymous tip around 3 am Thursday morning providing them with the whereabouts of Rico Antonio Norris, 26, who has been on the lam and escaped capture several times over the years. After confirming Norris was at the location police moved in and took him in to custody at gunpoint.

Rico Norris was among three sought in a drug bust in January of 2007 after they fled the scene as officers moved in. Michael Norris, Rico’s brother, was being held by Richmond County authorities on drug charges and was brought back to Edgefield County to face trail on drug charges here on Monday.

The third individual, Blake Clark, 21, plead guilty to manufacturing and distribution of cocaine based drug in September of 2007 and received a sentence under the Youthful Offenders Act not to exceed six years.

Johnston Police Chief Chris Aston extolled praise on the Edgefield County Sheriff’s Office, his officers, and the Edgefield Police Department on their participation in the apprehension of Rico Norris. “They did it by the book, nobody got hurt, you can’t ask for better than that.”

The break in the case came when the on duty Sheriff’s Shift Sergeant received a tip that Norris was at a home on the 600 block of Ridge Road in Johnston around 3 am Thursday morning. Knowing the propensity of Norris to be able to escape, as he had done in several attempts to make an arrest, the Sheriff’s Office enlisted the help of Edgefield and Johnston Police to surround the house.

Once the house was surrounded and all possible escape routes were covered deputies moved in and saw Norris through a window watching TV. They then entered the house and made the felony arrest.

Rico Norris has been charged with two counts of manufacturing or possession of drugs with the intent to distribute, one count of distribution of crack cocaine, and a parole violation according to jail officials. A bond hearing has been scheduled for Friday morning.

Due to the fact that Norris has eluded arrest for so long Johnston Police Chief Chris Aston said he hoped that Norris would be held without bond to face trail. “If a man has been on the run for over two years isn’t considered a flight risk, I don’t know who would qualify.”
