Gov. Sanford Calls for Passage of Additional Restructuring Legislation web posted February 28, 2007 COLUMBIA – Gov. Mark Sanford today called for passage of two recently drafted bills aimed at bringing a greater degree of coordination and efficiency to the state's healthcare and administrative functions. Rep. Doug Smith has introduced H3073, the Behavioral Health Services Act, which would consolidate the Department of Alcohol and Other Drug Abuse Services, the Department of Mental Health, the Department of Disabilities and Special Needs, and several other functions into a new Cabinet-level Department of Behavioral Health Services. The changes are aimed at better coordinating healthcare delivery services, and improving quality of care. In addition, Rep. Garry Smith will introduce a bill this week creating a Department of Administration, which will house a number of functions currently performed by the Budget and Control Board, including the Division of General Services, the Office of Human Resources, as well as several functions of the Office of Executive Programs and Policy. The bill would also create a new Office of Inspector General tasked with identifying and eliminating government waste. The creation of the Department of Administration would bring South Carolina's administrative functions more in line with 49 other states, and would help reduce administrative overlap. "We've said from day one that for South Carolina to compete in the 21st Century, we need a government structure that is accountable to the people it serves and can deliver services effectively and efficiently," Gov. Sanford said. "These bills would go a long way toward doing that, and to that end would create a real value not just for the taxpayers, but for everyone served by these agencies." For
