Gov. Sanford looks to Senate to trim budget after House passage on

COLUMBIA – Gov. Mark Sanford said he was
pleased with the House for accepting some of his budget recommendations
but says the budget is still bloated and not fiscally responsible. “We
continue to hold absolute reservations about this budget’s ability to
protect the people served by government and the taxpayers of this
state,” Gov. Sanford said.
Gov. Sanford said there were a number of “heroes” on the House floor
during the debate that tried to make changes to make the budget being
“more fiscally responsible”, “We continue to believe there are still a
number of fundamental flaws that we have some real concerns about.
“One, this budget moves us further toward the spending cliff when it
comes to using one-time money to pay for ongoing needs. With $240
million in new dollars coming into Columbia this year but $270 million
borrowed in last year’s budget, we started this year in the hole. But
rather than doing what households and small businesses across our state
do when times get tough ‘tighten the belt’ this budget continues this
dangerous practice of paying for ongoing needs with one-time money to
the tune of $168 million.
Gov. Sanford said this budget borrows “from Peter to pay Paul” by
taking $106 million from Medicaid and pays for a host of things other
than Medicaid. “As we’re the first state in the nation to be
transitioning to a new Medicaid delivery system -- and given that the
need for Medicaid tends to increase when the economy cools -- we don’t
think it makes sense to lessen the cushion that program has and
jeopardize some of the neediest of the needy in our state,” Gov.
Sanford said.
“Three, this budget doesn’t do a good enough job in setting priorities.
Whether it’s the over $2 million borrowed from the Department of
Commerce, the $8 million cut from the Department of Corrections, or the
$8 million borrowed from the DMV, by and large this budget doesn’t make
the same kinds of tough choices that families and businesses are forced
to make when facing a similar situation.
Gov. Sanford said the bottom line is there is definite room for
improvement in the budget, “and we’d ask that the Senate take that into
account as they consider the state’s spending plan.”
