Kerr to Depart Health and Human Services web posted March 30, 2007 COLUMBIA – Gov. Mark Sanford today announced the departure of state Department of Health and Human Services Director Robby Kerr, and thanked him for his time serving the people of South Carolina through the administration. Kerr has served as the director of the agency since 2003. Working with the Governor's Office, Kerr developed market-based health care options for state Medicaid beneficiaries - including personal health accounts that reward wise usage of health care dollars - that have served as a model for similar federal legislation. Kerr has brought financial stability to the state Medicaid program, reducing its annual growth from more than 11 percent prior to his appointment to its current level of less than 3 percent. He implemented a preferred drug list that dramatically reduced pharmaceutical costs to the state Medicaid program, saving more than $69 million since 2004. Kerr also took action to reduce fraud and abuse in the state Medicaid system, recovering more than $45 million in misspent funds. Kerr's resignation will be effective in approximately three weeks. Over the coming weeks, Gov. Sanford will begin looking for his successor with the goal of naming a new person to lead the agency as quickly as possible. "I can't say enough good things about the job Robby has done over at HHS," Gov. Sanford said. "Working with our administration, he's implemented Medicaid reforms that have served as a model to the nation. At the same time, he's led the agency in slowing the growth of our Medicaid program and eliminating fraud while staying focused on providing service to some of South Carolina's neediest citizens. The bottom line is that Robby is leaving the agency in far better shape than what he inherited, so I want to personally thank him for the job he's done and wish him the best of luck going forward."
