Governor Thanks House for Passage of Dept. of Administration Bill

COLUMBIA – Governor Mark Sanford
issued the following statement Tuesday on the S.C. House of
Representative's unanimous passage of a Department of Administration
bill, a key component of restructuring legislation the governor has
called for since being elected.
"This bill is ultimately about making government more accountable to
the people of this state, and about moving South Carolina one step
closer to how government is run in 49 other states," Gov. Sanford said.
"Whether it's been in the numerous restructuring studies over the years
or more recently in the GEAR report, we've seen time and time again
that our current government structure is unaccountable, because when
everyone is in charge, no one is in charge. To that end, I'd give
credit to Chairman Harrison and Representative Garry Smith for their
work in moving this bill forward, and I'd ask the Senate to do the
same.”
The Governor continued, “I'd also give real credit to the House as a
whole for passing this bill in unanimous fashion, because I think it is
an indication that they're committed to continuing this conversation
about making our government more efficient and more accountable.
Finally, I'd single out Speaker Harrell for his leadership on this
front, because without his commitment to moving this bill forward
today's vote wouldn't have been possible."
The bill, H.3590, would for the first time create a Department of
Administration that would house key administrative support functions
currently under the Budget and Control Board. Those functions moved
would include the General Services Division, the state's Chief
Information Officer, Human Resources, Procurement, and the state Energy
Office.
