Gov. Sanford Calls for Passage of State Immigration Reforms web posted May 30, 2007 COLUMBIA – Governor Mark Sanford joined with legislators on Tuesday to call for passage of S.392, a bill aimed at addressing illegal immigration on the state level. The bill, sponsored by Senators Jim Ritchie, Chip Campsen, Ronnie Cromer and others, would require that all South Carolina employers be able to verify the citizenship of their workers. The bill would also deny business expense deductions to employers of illegal workers, and would mandate withholdings on wages paid to illegal workers. In addition, the bill would make it a state felony for harboring or transporting illegal aliens, and would create additional penalties for ID fraud in connection with immigration. It would also set up a state hotline for reporting suspected violation of immigration laws and would direct SLED to execute a memorandum of understanding with the federal government to serve as an auxiliary immigration and customs enforcement agency. The bill has passed the Senate and is awaiting action in the House. "Regardless of what happens in terms of the immigration debate going on right now in Washington, I think that as a state we have to be very clear about not creating incentives for illegal behavior," Gov. Sanford said. "We're a nation of immigrants, and legal immigration is part of what makes this country great. But we're also a nation of laws, and we should never be in the position of sanctioning illegal behavior with a wink and a nod. Time is short in this legislative session for us to make this change, and we have here a bill that could make a difference. I'd ask the General Assembly to not wait another year before addressing this important issue." Estimates range from 9 million to 12 million for the total number of illegal immigrants living in the United States. The Federation for American Immigration Reform estimates the total number of illegal immigrants in South Carolina at 56,000. According to FAIR, illegal immigration costs state taxpayers $186 million annually in expenditures for education, emergency medical care and incarceration. For
