Governor Vetoes "Open Enrollment" Bill web posted June 23, 2007 COLUMBIA – On Friday Gov. Mark Sanford vetoed the bill referred to by some as an open enrollment bill, saying that the bill would not provide true choice but would actually inhibit it. Gov. Sanford said the bill would represent a step backwards in the education reform movement because it would create the illusion of reform where none would actually exist. "We believe an open system is vital to allowing a student to move from a school that is not working for them to one that does, but the fact of the matter is that this bill only creates the illusion of an open system," Gov. Sanford said. "While we certainly hoped that this bill would represent a step toward decoupling the quality of one's education from the neighborhood one happened to be born in, this bill creates the promise of open enrollment but won't deliver a choice to help kids who are trapped in failing schools. The bottom line is that until we get full-blown choice that includes both public and private educational options, we won't have the kind of vibrant educational marketplace we need to achieve real educational improvements in our state." Among the reasons for the veto were: - Most importantly, the bill does nothing to provide options outside of the public school system for children whose needs are not met within it. - The bill focuses on the needs of school districts at the expense of the needs of the students by letting local trustees set limits on how many students can transfer between schools. - Because of the three year phase-in, it would take too long to determine whether the bill was having its intended effect. - It adds another layer of bureaucracy at the Department of Education responsible for implementing this program For
